It should be in post-1900.
Also he was in favor of a triple monarchy, the USGA were Otto's plans, although it's likely the triple monarchy deal could be rearranged, especially since if Croatia-Dalmatia-Bosnia gets its parliament (with or without Carniola and the Kustenland; although a revived Illyria would be interesting IMO), Bohemia and Galicia will probably want theirs too.

WWI could be delayed a few years but tensions were making longer delays impossible, from 1905 to 1914 there were almost-wars with general mobilization orders being almost given out almost every year.

1- WWI delayed? Yes but by not very much, too much nationalism, too many alliance, too many divergent interesest, too much pride and too little undertanding of how much modern tecnology changed the battlefield
2- A good ruler? Probably he try very hard to be, to maintain unity but first he was not very liked by the Hasburg court, second saving AH was a very herculean effort expecially with the hungarian not very pleased to share power with other, if he succed in rein the magyar AH has a possibility.

Breaking the Magyars wouldn't be too hard, there was anti-Hungarian unrest in Croatia-Slavonia, and most of the unrest in Bosnia was also anti-Hungarian

speaking of bugs, Franz Ferdinand could have ascended the Throne in 1910. Franz Josef had a very severe case of pneumonia, and nobody, even his doctors, expected him to survive. He was given the Last Rites, and as he lingered some initial plans were laid for his funeral. FF was ready to leave the Belvedere at a moment's notice and take up residence at the Hofburg. So, make the illness just a tad more severe, and voila; serious enough reason to butterfly away the trip to Sarajevo.

As has been posted here before, by 1910 - 1914, FF had given up on the so called "trialism" and wanted to find some way to make Dualism work.

A union of five kingdoms might be possible:
1. Austria- With the Austrian core lands, Slovenian lands and Italian speaking lands. Language: German
2. Bohemia- Moravia: With Bohemia and Moravia as well as Austrian Silesia. Languages: German and Czech
3. Galizia: With West- and East Galizia and Bukovina. Languages: Polish and German
4. Croatia: With Croatia- Slavonia, Dalmatia and Bosnia. Language: Croatian
5. Hungary: With the Kingdom of Hungary (excluding Croatia), including Slovakia, Transylvania and the Banat. Language: Hungarian.

Still several ethnic and linguistic groups suppressed, but now several of the larger groups have self rule and a strong national consciousness. Will use it to further suppress the other groups.

The Bulkans

Various groups in the Bulkans don't like one another. Evebtualy something would have touched it off. Simmalerly the veryous alliences and doublecrosses in Europe would have lead to war. It would have started somewere else.
